Some hosted Grafana instances fail to restart on first try, then succeed on second try

Between 14:30-17:54 UTC we experienced and mitigated an issue with Hosted Grafana instances experiencing difficulties loading. Users who encountered this issue may have experienced the Grafana "Loading" screen for a brief period, up to one minute. The issue has since been resolved.
