The rule API for these services remains unaffected and can be accessed directly. More information is available in this article: https://grafana.com/docs/grafana-cloud/alerts/alerts-rules/

The permanent fix for this issue should be available in the new version of Grafana, 8.3.6

Investigating

We are currently investigating an issue that is affecting customers on Hosted Grafana/Cloud on 8.3.5 Grafana version when editing or deleting alert rules stored in Cortex and Loki’s alert managers.
